Transport for London (TfL) is seeking views on the options being considered for the 2025 review of taxi (Black Cab) fares and tariffs. TfL is also exploring potential changes to taxi fares for journeys that begin or end at London City Airport.

The consultation will open on Monday 3rd November and will run until Sunday 14th December 2025. People who live, work or visit London and have a physical, sensory or cognitive impairment are encouraged to share their thoughts.

Minimum fare and tariffs 1, 2 and 3

TfL is consulting on three options for the minimum fare and for Tariffs 1, 2 and 3.
Taxi fares are calculated using a system of tariffs. There are three tariffs that apply to shorter journeys (six miles or less), while Tariff 4 applies to any part of a journey exceeding six miles.

Information about the current tariff rates and the minimum fare, which is currently £4.20, is available on TfL’s website.

London City Airport Drop-Off and Pick-Up Fees

Currently, passengers are not charged an additional fee when taking a taxi to or from London City Airport.
Taxi drivers currently pay £2.00 when using the taxi rank at the airport; however, this fee cannot be added to the metered fare, meaning passengers are not charged extra.

London City Airport is considering whether to:

  • Increase the fee taxi drivers pay when using the taxi rank at the airport

and/or

  • Introduce a drop-off fee for all vehicles, including London taxis, when dropping passengers at the airport terminal.

TfL is seeking feedback on whether passengers taking a taxi to or from London City Airport should pay an additional charge.

Impacts and Taxicard

An increase in taxi fares could have negative impacts on taxi passengers, Taxicard members, and taxi drivers, including those who share a protected characteristic (for example, disabled or older passengers and older taxi drivers).

Some passengers and Taxicard members could be disproportionately affected if they require an accessible vehicle or door-to-door service, or if they face barriers to using public transport.

If taxi fares increase, Taxicard members may be able to make fewer journeys using their Taxicard. More information about the potential impacts and the Taxicard scheme is available on TfL’s website.
